Only a lab test can tell you for sure. Your photo helps us send the right kit.
Worried about a textured ceiling in a 1930s semi, old floor tiles under the kitchen lino, or the grey cement roof on a garage at the end of the garden? You're far from alone. About four in five of England's homes were built before 2000, when asbestos could still be used in building materials. Testing works the same anywhere: only a lab can say what a material is. What changes in England is the rulebook around it, above all your council's route for asbestos waste, which differs from one city to the next. This page is about England only. Scotland, Wales and Northern Ireland have rules of their own.
How old are England's homes?
The Valuation Office Agency records the build period and type of every home on the council tax list. Its figures for England, at 31 March 2025:
| England | |
|---|---|
| Homes on the council tax list | about 25.75 million |
| Built before 2000 | about 20.9 million, roughly four in five |
| Detached houses | about 16% of homes |
HSE says asbestos may be in any building built or refurbished before 2000. So for most homes in England, the useful question is what's worth checking before work starts. Our pages for London, Manchester, Birmingham, Leeds, Liverpool and Bristol go into more detail.
What that means in your home
The age of your home is a clue to what's worth checking. These are rough patterns, not rules.
Victorian and Edwardian terraces, before 1919. The original brick and plaster are rarely the worry. A century of improvements might be. A textured ceiling added in the 1970s, a kitchen floor laid in the 1960s, or a cement roof put on a garage or outhouse later are the usual suspects.
1930s semis and post-war estates, up to the 1970s. This is the era of asbestos cement garage and shed roofs, soffits, gutters and downpipes, and of vinyl floor tiles laid on black adhesive. Textured ceilings were especially common in the 1960s and 70s.
Homes built in the 1980s and 1990s. HSE's survey guide says asbestos was added to textured coatings until about 1984, with old stock used for several years after. Asbestos cement was used until 1999. Ceilings, roofs and soffits are still worth testing before work.
You can't tell by looking, whatever the age. Only a lab can tell you what a material is.
Who regulates asbestos in England?
HSE, the Health and Safety Executive, regulates work with asbestos. Its asbestos FAQ says section 3(1) of the Health and Safety at Work etc Act 1974 protects householders from risks created by work in their homes, and that the Control of Asbestos Regulations 2012 apply as well once that work involves asbestos.
The Environment Agency regulates hazardous waste. GOV.UK's guide to disposing of hazardous waste covers England, gives the Environment Agency as the contact, and names asbestos first in its list of examples. It sends readers in Scotland, Wales and Northern Ireland to separate rules.
Neither body runs a route for householders, though. In England, each council, or the waste authority acting for it, decides how asbestos leaves homes in its area.
Every English council does it differently
So a free collection in one city becomes a charge by weight, or no route at all, in the next. Here's what six authorities' own pages said when we read them on 23 and 24 Oct 2026:
| City | What the authority's own page says |
|---|---|
| London | The City of London Corporation runs a collection from homes for every London borough except Hillingdon: a free allowance, then a charge by quote. |
| Birmingham | Birmingham City Council collects from the front of the home, with no choice of day. Its recycling centres won't take asbestos. |
| Manchester | Recycle for Greater Manchester takes it at waste transfer facilities. You'll need proof of address and protective equipment, including a hard hat. |
| Leeds | Leeds City Council takes it at Kirkstall, by appointment, charged by weight and paid by debit or credit card only. |
| Liverpool | Bidston, Huyton or Southport, by appointment booked with Veolia. At busy times, slots can be up to eight weeks away. |
| Bristol | No collection. Phone the council first. Bristol Waste recycling centres charge per bag or sheet. |
Beyond those six, Newcastle City Council runs no route of its own and points residents to private companies, which charge. Sheffield's recycling centres, run with Veolia, have containers for asbestos cement, though not at Shirecliffe. Nottingham City Council offers a booked Saturday-morning drop-off for people who haven't used the service before. If you live in Hillingdon, check Hillingdon Council's own page.
GOV.UK's Find your local council service finds your council's website from your postcode: search that site for "asbestos". Check your council's page for current details before you start.
Who took it down decides where it goes
Every route above is for a householder's own waste. Once you pay someone to do the work, the waste usually goes with the job.
- Recycle for Greater Manchester, Liverpool City Council and Leeds City Council turn trade waste away.
- Bristol City Council and Sheffield City Council say getting rid of a builder's asbestos is the builder's responsibility.
- Nottingham City Council says a contractor you employ to dismantle a garage, shed or other structure containing asbestos is responsible for removing it from your property.
- Veolia's Merseyside service and Nottingham's drop-off both exclude landlords' asbestos from rented homes.
Agree in writing who takes the pieces away before work starts. And find out what the material is first, so everyone is working from a fact.
Paying someone to take it away
Hiring a firm to take it away? The Environment Agency suggests three checks:
- Search the business name on the Environment Agency's public register of waste carriers, brokers and dealers, to see whether its registration is valid.
- Ask where the load is going. The Agency says a carrier should name a legal waste site, which you can look up on its Waste Operations Public Register.
- Get a receipt.
Newcastle City Council adds that a contractor who transports asbestos must be registered with the Environment Agency, and advises asking for a copy of the consignment note too. That register is for England. For the rest of the UK, see our pages on Scotland and Northern Ireland. Renting, buying or selling? See renting and asbestos, buying a house with asbestos and selling a house with asbestos.
How testing works in England
Testing works the same wherever you live in England, from a city flat to a farmhouse.
- Send us a photo using the free photo check. There are no questions to answer: it points at what's worth testing, how many samples, and how to take each one. Only the lab can say what a material is.
- Take your sample in about 10 minutes, step by step. Your kit has the safety gear and the bags: an FFP3 mask, a coverall, gloves, a spray bottle and double sample bags. Add a flat screwdriver and some tape from home. Kits are launching soon: book a test kit with just your email.
- The lab will analyse your sample. It will be a UKAS-accredited laboratory, named on every certificate.
- You'll get a written result you can show your builder, plasterer, electrician or buyer.
For a garage roof or outside sheets, take your sample from an edge you can reach standing on the ground. Our guide to how to take an asbestos sample at home goes through each step.
- Send us a photo of the ceiling, floor or roof that's worrying you: start the free photo check.
- Only the lab can say what a material is. Kits are launching soon, and every sample will be analysed by a UKAS-accredited laboratory, named on every certificate.
Questions people ask
Is asbestos testing in England different from the rest of the UK?
The test itself will be the same everywhere: a small sample, analysed by a UKAS-accredited laboratory. What differs is the rulebook around it. In England, GOV.UK's hazardous waste guide gives the Environment Agency as the contact and sends the rest of the UK to separate rules. Each English council then sets its own route for household asbestos.
Will my council in England collect asbestos from my home?
It depends on the council. Birmingham City Council collects from the front of the home, and the City of London Corporation collects for every London borough except Hillingdon. Newcastle City Council runs no route of its own. Check your own council's asbestos page before you start.
My builder is taking down an old garage roof. Who takes the asbestos away?
Usually the builder. Nottingham City Council says a contractor you employ to dismantle a structure containing asbestos is responsible for removing it, and Bristol and Sheffield say a builder's asbestos is the builder's responsibility. Several authorities, including Leeds and Greater Manchester, turn trade waste away.
How do I check a waste carrier in England?
Search the business name on the Environment Agency's public register of waste carriers, brokers and dealers. Then ask where the load is going, and get a receipt. Newcastle City Council also advises asking for a copy of the consignment note.
How many samples will my house need, and what will testing cost?
One sample for each different material or area you plan to disturb. A textured ceiling, a floor tile, its black adhesive and a garage roof could be four. A kit will cost £44.99 with one lab sample, and each extra sample £12. Kits are launching soon, and the free photo check, open now, suggests a number.
