Only a lab test can tell you for sure. Your photo helps us send the right kit.
Worried about a textured ceiling in a valleys terrace, old floor tiles in a bungalow kitchen, or the grey cement roof on a garage? Asbestos testing works the same in Wales as anywhere else: only a lab can say what a material is. What's different is the setting. Welsh homes are older than England's, on average. Wales has its own renting law, which names asbestos among the things that decide whether a rented home is fit to live in. Its waste regulator is Natural Resources Wales, and each council sets its own terms for taking household asbestos, or not taking it. When our kits launch, we'll post them to every Welsh address. Until then, the free photo check is open now.
How old are homes in Wales?
The Valuation Office Agency records the build period of every home on the council tax list, and counts about 1.49 million homes in Wales. Its figures for 31 March 2025, as shares of the homes with a recorded build period:
| Built | Wales | England |
|---|---|---|
| Before 1900 | 22.5% | 15.1% |
| 1900 to 1918 | 7.7% | 5.1% |
| 1919 to 1939 | 9.6% | 15.0% |
| 1945 to 1964 | 16.0% | 16.3% |
| 1965 to 1982 | 17.7% | 18.3% |
| 1983 to 1999 | 11.7% | 12.0% |
| 2000 or later | 14.8% | 18.3% |
That's about 85% of Welsh homes built before 2000. Nearly a third, about 449,200 homes, went up before 1919, against a fifth in England. The interwar years are the exception: only about one Welsh home in ten dates from 1919 to 1939, against 15% in England. From 1945 to 1999 the two nations track each other closely.
The agency also counts about 431,600 terraced houses in Wales, roughly 29% of homes, and about 171,630 bungalows, roughly 12%.
HSE says asbestos may be in any building built or refurbished before 2000. So these figures are a guide to what's worth checking, not a verdict on any one home.
What that means in your home
The age of your home is a clue to what's worth checking. These are rough patterns, not rules.
Homes built before 1919. That's three Welsh homes in ten. The stone, brick and original plaster are rarely the worry. A century of improvements might be. A textured ceiling added in the 1970s, old vinyl tiles under a newer kitchen floor, or a cement roof on a lean-to or garage are the usual suspects.
Homes built from 1945 to the early 1980s. About a third of Welsh homes date from these years. This is the era of asbestos cement: garage and shed roofs, soffits, gutters and downpipes. Vinyl floor tiles laid on black adhesive belong to these decades too, and textured ceilings were especially popular in the 1960s and 70s.
Homes built in the 1980s and 1990s. HSE's survey guide says asbestos was added to textured coatings until about 1984, with old stock used for several years after. Asbestos cement was used until 1999. Ceilings, roofs and soffits are still worth testing before work.
You can't tell by looking, whatever the age. Only a lab can tell you what a material is.
Renting in Wales: asbestos is in the law
The Renting Homes (Fitness for Human Habitation) (Wales) Regulations 2022 list the matters that decide whether a rented home is fit for human habitation. Matter 4 is headed "Asbestos and manufactured mineral fibres", and covers exposure to asbestos fibres. Regulation 3 says the presence, or likely presence, of each listed matter must be taken into account.
The regulations were made under the Renting Homes (Wales) Act 2016, and they call the renter the contract-holder. Under section 91 of the Act, the duty to keep the home fit falls on the landlord.
So if you rent and plan work that would disturb a ceiling, wall or floor, ask your landlord what's known about it first. See renting and asbestos. This is general information, not legal advice.
Council and housing association tenants
Three examples, from social landlords' own pages:
- Cardiff Council tenants can look up their home in the asbestos checker on the Cardiff Housing website. The council asks you to contact it first about improvements that might disturb asbestos.
- Swansea Council says every improvement needs its written consent. You write to your area housing office with your plans, and a technical inspector may call.
- Hedyn, formed in April 2025 when Newport City Homes and Melin Homes merged, asks tenants to get in touch before drilling, fitting new fixtures or doing DIY. It can check its records and advise whether asbestos may be present.
Anywhere else, ask your own council or housing association before work starts.
Asbestos waste in Wales
Waste in Wales is regulated by Natural Resources Wales, often shortened to NRW. For a householder getting rid of their own asbestos, NRW says to contact the local authority, and adds that local authorities "will sometimes accept asbestos waste". If yours won't, it points you to a private waste management business.
If you pay a tradesperson to do the work, NRW says they are the producer of the waste. They're responsible for it, including its transport and disposal, and the cost of disposing of it should be included in their charge for the job. Contractors moving asbestos from a home also need hazardous waste consignment notes, a form that tracks the waste to where it ends up.
Your own part is the waste duty of care. Hand household waste only to someone authorised to take it, which NRW defines as a registered waste carrier.
Every council does it differently
Each council in Wales sets its own terms for household asbestos, and three city councils give three different answers. Here's what each council's own page said when read on 23 and 24 Oct 2026:
| Council | What its own page says |
|---|---|
| Cardiff Council | A free kerbside collection for small amounts that fit one council asbestos sack. Up to two council sacks at Bessemer Close recycling centre, booked by phone |
| Swansea Council | A charged collection of bonded asbestos from your home, priced per item and paid in advance: £35 a standard corrugated sheet when you have one to three |
| Newport City Council | No collection on its bulky waste rounds. Small amounts of cement-bonded asbestos may be accepted at the Docks Way recycling centre by arrangement: contact the council, book, and bring a council tax or utility bill |
Our Cardiff page has the full detail, sack size and booking included.
Anywhere else, from Anglesey to Monmouthshire, the rules are the ones your own council publishes. Read the asbestos page of the council that collects your bins, and check it for current details before you start.
How testing works in Wales
- Send us a photo using the free photo check. There are no questions to answer: it points at what's worth testing, how many samples, and how to take each one. Only the lab can say what a material is.
- Take your sample in about 10 minutes, step by step. Your kit has the safety gear and the bags: an FFP3 mask, a coverall, gloves, a spray bottle and double sample bags. Add a flat screwdriver and some tape from home. Kits are launching soon: book a test kit with just your email.
- The lab will analyse your sample. It will be a UKAS-accredited laboratory, named on every certificate.
- You'll get a written result you can show your builder, plasterer, electrician or buyer.
For a garage roof or outside sheets, take your sample from an edge you can reach standing on the ground. Our guide to how to take an asbestos sample at home goes through each step.
- Send us a photo of the ceiling, floor or roof that's worrying you: start the free photo check.
- Only the lab can say what a material is. Kits are launching soon, and every sample will be analysed by a UKAS-accredited laboratory, named on every certificate.
Questions people ask
Does the renting law in Wales mention asbestos?
Yes. Matter 4 in the Schedule to the Renting Homes (Fitness for Human Habitation) (Wales) Regulations 2022 is headed "Asbestos and manufactured mineral fibres", and covers exposure to asbestos fibres. Each listed matter has to be considered when deciding whether a rented home is fit for human habitation.
Which Welsh councils take asbestos from homes?
It depends on the council. Cardiff Council collects one council sack free from the kerb, Swansea Council collects bonded asbestos for a charge, and Newport City Council may accept small amounts of cement-bonded asbestos at Docks Way by arrangement. Natural Resources Wales says local authorities "will sometimes accept" it, so check your own council's page.
Are homes in Wales older than homes in England?
On the Valuation Office Agency's 2025 figures, yes. About 30% of Welsh homes with a recorded build period date from before 1919, against about 20% in England. In all, about 85% of Welsh homes were built before 2000.
If I pay a builder in Wales, who deals with the asbestos waste?
The builder does. Natural Resources Wales says a tradesperson working on your property is the producer of the waste, responsible for its transport and disposal, and the cost should be in their charge for the job.
Will you post test kits to addresses across Wales?
Yes, once kits launch: we'll post them to every Welsh address. A kit will cost £44.99 with one lab sample, and each extra sample £12. The free photo check is open now, and it suggests how many samples you'll need.
